Monthly Minnesota Section 8 Rent Reports

One report a month on where a Housing Choice Voucher pays more than the open market in Minnesota and where it falls short. Each edition is generated from HUD Small Area Fair Market Rents and the Zillow Observed Rent Index on the day it is built, and it is never edited afterward, so the archive is a record of what the data said at the time.

Every edition

Older editions stay exactly as they were published. When a new HUD fiscal year or a new Zillow month lands, the next edition picks it up rather than rewriting the last one.

What each edition covers

Every report opens with a plain reading of the month: the median spread between fair market rent and market asking rent across the 172 ZIP codes carrying both signals, the share of them that are voucher competitive, and which way market rent moved since the previous Zillow release. Then it ranks the ten ZIP codes where the voucher pays furthest above market and the ten where it falls furthest short, lists the ten biggest month over month movers on ZIP codes present in both months, and gives county medians for every county with at least three tracked ZIP codes. It closes with one paragraph for landlords, one for investors, and the data notes.

Nothing in a report is a payment standard or a rent quote. Fair market rent is a 40th percentile estimate on a federal fiscal year, ZORI is a smoothed index, and the authority that issues a voucher sets its own standard between 90 and 110 percent of FMR. If you want one answer for one property rather than a statewide read, use the landlord voucher check.

Payment standards are not in this data. Vouchers in Minnesota run through dozens of separate housing authorities. Each authority sets its own payment standard, normally between 90 and 110 percent of the published fair market rent, and can ask HUD to approve more. Nothing on this page adjusts for that. Check the payment standard with the housing authority: Metro HRA, Minneapolis Public Housing Authority, and Saint Paul Public Housing Agency.
